When was the birth, it might be my adopted brother you are looking for

This child was born on February 15th...are you speaking of the time of day?....

I am helping a friend search for his **. His information as he knows it (whether it's true or not) is DOB: 2/1/1970. He was adopted in PA. However, he has always questioned his DOB and location of birth.
