adopting through the state of TX

A few years back, a person responded they adopted the state of TX, it cost them nothing. Dh is a Army Recruiter (not alot of home time). We were going through treatments at lackland and stopped by an office for adption support, believe it or not, they don't have any support. We did speak to a single civilian woman who adopted (paid $20 K for her son). I can not believe there is no base support so what ever. We leave TX this Dec.
