foster to adopt overseas?

My husband and I are stationed in Stuttgart Germany. We would love to adopt but we just cant afford it at this time. When we were in the states we started the foster care program then 9/11 kicked off and my husband deployed(needless to say that put an end to that). We have been here 5 mo. and are eager to adopt. We did find some one to do a homestudy, also she said that Vada out of New York could help us foster to adopt. Does anyone have any comments on this? We havent heard any positive feed back on vada.
