I don't have much experience with adoptions in which the children are in State custody. I have heard MANY stories about the incompetence of those in charge of the foster care system. As a general proposition, the State has custody and can choose whomever they wish. They may have some regulation or directive that gives preference to the taxpayers of their own State. Beyond that, you would have to consult an attorney in CA or your own state. Good luck.
