I read in a book on Russian adoption you have to be middle or upper income for the Russian government to allow you to adopt.
What is considered middle income these days? 25 years ago when I was a kid I thought my family was very middle class, but apparently we were somewhat over the line into the upper income bracket.
I don't have an answer for you but I really think it has alot to do with the region you're adopting from. Be sure to let your SW know this is a concern. Regions vary vastly from what I can tell.

Russia also requires that the applicant be no more than 48 yrs. older than the child. The agency I have inquired with did not mention income as a first and foremost of importance it was the 48 yrs I mentioned. Hope this helps!:)
