New to Bulgaria

Hi, all! New here, as we have just switched countries from Ukraine. We are looking for an agency in Bulgaria. Weren't too happy with the fees the US ones were charging for what they were providing. Please get back to me privately if you have used one of these agencies. Also, am I to understand correctly from your posts that you can acutally apply with the MOJ before you have INS clearance? We have to change our forms to Bulgaria, which will take 2-3 weeks. In Ukraine, your dossier had to be complete (to include INS approval) and then submitted to their adoption center. What is the Bulgarian process? All info greatly appreciated! How long will we have to wait for a boy, age 1-4. Any idea? Thanks, Anna
