I have a question for the folks who are just starting their Bulgarian adoption process.
In the past, it was okay for one parent to travel to Bulgaria for both trips.
Under the new regs, is this still the case?
Can only one parent travel for the first trip and the pick up trip?

I didn't think it had, but I have a friend using a US agency who told her both parents had to travel.
I'll have to get her to have the agency clarify.

If you have a medical or financial reason you can sign a release and accept the child without the first visit. You definitely can just have one parent travel but then have to get a different visa and more foot work to get citizenship here.
We have a SN child and we could technically wave the visit and just accept our referral site unseen. Hard decision to make when you want to get them home as quickly as possible.
Mary - why would skipping the first visit delay getting your child home? I am considering skipping the first visit. Given the cost of the trip, using a weeks vacation, and leaving (or bringing) my first daughter, it does not seem worth it. I realize they would come under a different citizenship status, but would it really delay their coming home?

I must have worded myself wrong. What I was thinking was it is unlikely that I would decline my referral on the first visit anyway........we are going for a very specific special need that will probably be very medically involved...........and I would doubt I could say no even if I should soooooooo I thought that skipping the first trip would actually speed up the finalization as the paperwork and court date could be done soon after the referral and possibly get him home sooner and getting the medical treatment that he needs. I hope that clears that up.
