Other States that pay the PA SWAN $2500??

I know that if we intend to use our PA SWAN homestudy for another state adoption we need to pay $2500 But I am under the impression that some of the other states will pay PA for the cost -is this correct? has anyone else done this? does anyone know which states will do this? (or of any that will do this?) Thanks! Diane
