Have you tried using adoption registries or Facebook groups? You should register with ISRR.org and Join the Facebook group Adoptee Central. They are an active search group. If you post your info there, they should be able recommend someone who can help in your area. Also, many adoptees are having success with Ancestry DNA. If she has already tested at some point or decides to in the future, you will match and be able to contact each other.
