ICAB has informed our agency that there has been an increase in the number of applicants in the last two years while at the same time a fall in the number of children available. The increase in the number of applicants is apparently due to the Philippines signing the Hague convention and therefore having an obligation to accept all agencies from member countries, leading to an increase to now 124 different organisations.According to ICAB there were 1690 (1381 for ages 0 - 4) applications between 2001 and september 2004. In the same period there were 1852 children adopted, 868 regular adoptions, 501 familie adoptions and 483 speciel needs cases. ICAB has further informed our agency that they have reached applicants approved by ICPC in mid 2003. I have tried to find figures that can confirm this information. So far Ive had very limited succes: The number of adoptions to Australia has fallen sharply by 50% each year since 1998 (12) to 2002 (2). In 1999 there were 198 adoptions to USA and 214 in 2003. In 1999 there were 284 children adopted to the following countries: Canada (11), Denmark (8), France (5), Italy (2), Holland (13), New Zealand (6), Australia (7), Sweden (4), Switzerland (29) and UK (1). This gives a total of 284, far from the 500 or so adoptions a year in ICAB's figures. So where do the other hundreds of children go and have there been any dramatic changes? I can not find the 124 organisations. ICAB lists less than half this number on their website and these haven't changed for a long time. If anyone has any further general information or links I'd be very grateful. ThanksSimon

Hi Simon,Not sure what information you're looking for, but I can share that I'm a member of a couple of adoptive parents groups...and the wait for the Philippines has been especially long. Referral has been coming approximately 11-16 months AFTER getting ICAB approval. Add to that the 3-5 months for homestudy + 4 months for visa and the total time frame is 18 - 25 months! I know of a few families who were approved August 2003 and are still waiting for referral. So, I think the wait times match the stats that you have. For more stats, try the statistics link or the list of agencies on the ICAB website: http://www.skyinet.net/~icaba/index.html HTH,Jen

Hi Piadopt, Thanks for the reply. In May we got our referral and in a short space of time so did a couple of others. We waited 15 months from ICAB approval to referral and were able to pick our son up less than two months later. Coming from Denmark the system is a bit different and fortunately we did't have to wait for a visa, in fact we took it with us! Unfortunately the sudden instability has frightened off most prospective adopting parents so now there are just three on the Philippines list from Denmark compared to 17 when we applied. Still I guess that's good news for others!
