We need help!!! We are Americans(military) who will be living in Ontario, Canada as of late this summer and need an agency who can assist us with an international adoption from Russia or Bulgaria. We have talked with the Canadian government as well as the U.S. Embassy in Canada and have confirmed we cannot use a Canadian agency because we are not Canadian citizens. The situation is further complicated by the fact that there is no military base in Canada so we do not have the support that is normally afforded to Americans stationed in other countries. If anyone knows of any American agency that can assist us in this situation or has specific experience in this area, we would greatly appreciate it. I KNOW there HAS to be a way to do this! I refuse to have to wait 3 years until we return to the U.S. to be able to adopt from Eastern Europe. Please help! Thank you in advance for any info! Melinda

Just start calling US Agencies...because your HoR is in the US, any one of them can work with you, its just going to depend on who is willing to.
You will, however, have to use a local agency to do your homestudy...so keep that in mind when you call agencies...they may have a suggestion on who to use.
I know it CAN be done, because several Marine families we were stationed with in North Carolina adopted from China and the US while stationed in Japan.
One word of caution, before signing with an agency, find out how many expat adoptions they've done...and solicit feedback here on the forums. Its important to work with an agency that has a good reputation...
