in most foster care placements to adopt, kids from foster care.....they basically "freeze" the house from the time TPR looks to be happening until the child's adoption is happening....for example I was a foster parent, the entire year and a half from when TPR got scheduled for my girls until the adoption was final I could not have any foster children, but once the adoption was final I could foster again the next day....I have a friend who is currently fostering also and is adopting one of her foster children and they have done the same to her now this year....I guess it is a local agency thing or something...
Once my son was placed with me straight adoption, I could not foster until the adoption was final.....and here for single parents is it 4 kids under 16, only exception is sib group (and some of the agency will not even go over for that) there is also this thing going on here with private adoption where they are saying they belong to some adoption agency organization and to stay members they have to limit families to 5 children total...
What I guess I am trying to say is......in some areas of this country you wouldn't be able to do what you are doing.....but it is nice to see they are easier on some of us single parents some where
I was also told ICPC would not approve new placements until current children were finalized on.....I guess I just live in a strict state about some thing

I would agree, every state is different. I am licensed for a certain number of children. It does not matter if they are adopted, foster, or bio. The "magic" number for my home is 7 living in the home. So, my home is now frozen as well. My worker told me she will be calling again in two years when Jo and Ma graduate...
We shall see...
