I just printed off the application for the I-600A. My question is who do I list first for the "prospective adoptive parent" , my husband or myself ? My reason for asking this is my husband works out of the country a month at a time and I am afraid that if I list him first then if a problem comes up he would be the only one that could take care of it. At the same time I know China is old fashioned as far as the man is the head of the household so I don't want it to look like I mean my dh any disrespect. Please help I don't know what to do!
I would check with my agency, if I were you. Our agency had us list dh first, but your situation is different. The agency should be able to give you the correct answer to your question.

China never sees the I-600A; it sees only the 171-H or 797C that states you are approved to adopt. And China wouldn't really care which name came first, in any case.
If one spouse in a married couple is not a U.S. citizen, the I-600A must be filed by the spouse who IS a U.S. citizen.
Otherwise, the form does not specify who should be the petitioner. However, some agencies recommend that, if one spouse is a wage-earner and the other is at home, the wage-earner should be listed first. I think this is because, if only one parent travels, the I-864 must be carried to China. And the I-864 be filled out by the person with the income that meets the USCIS 125% of the poverty line requirements.
If both parents are wage-earners, it probably doesn't matter who fills out the form. But check with your agency, just in case. It may want the higher earnng parent to complete the form.
