Can someone tell me why the I 600 A is good for 18 months if you have to pay for 2 children if they are not related (and you adopt at different times within that 18 months?)
I assume when the 18 months is over, you must go back and do the whole thing over again fingerprints and all?

I think I get your question, but I'm not certain (you had a few ifs), so forgive me if this is not what you were asking.
I assume the I600A is good for 18 months because it's a pre-approval form...it gives you time to get the other stuff done once you've been approved. A shorter amount of time could cause major problems with the way some of the foreign governments work.
I'm also assuming that the "number of children" blank is primarily for people who are adopting siblings, not people who want to do multiple adoptions at different times.
Since you would have to pay twice anyway, and you would be adopting at different times, I'm guessing that it MAY be easier to file two separate I600As. It would be a snazzy bonus to only have to wait for the paperwork to clear the bureaucracy once, but you may also lose out if you don't get both adoptions done in the 18 month time frame.
