We are just beginning and trying to narrow down the countries choice.
I've read that orphans must be 1 before they are eligible to be adopted, but I've also read of parents adopting children younger than that.
Can anyone help? We are looking to adopt a newborn or infant boy.

Children adopted from UKraine will be at least 15 months old by the time you can adopt them. It is getting very hard to adopt young and healthy children from Ukraine. If you want a child under 1, you will have to look at another country

Unless you are willing to take a child with high special needs. In which case, you could adopt a very young infant. However, the list of special needs that qualify are short and major...mostly cancers that are rare in children and limb differences like missing limbs or eye(s).
Most likely, Ukraine is not the country of choice for your family.
