Do be aware that while DVDs sourced in Russia may play in your portable unit, they often will not play in a US home theater system. There are "region codes" that prohibit them from working. US is "region 1" and a DVD/Home Theater setup that only has the "1" symbol on it will not play DVDs from other regions.
Also be very aware that the cheap DVD you buy over there is probably a pirated version. While I was at the supermarket in our region, I saw a DVD containing 3 Disney movies and a Warner Brothers movie. Hmmm, I don't think the studios are sharing movies.These pirated DVD's aren't usually region coded.
we went to a huge video store in our region and bought a bunch of dvd's. They play in either Russian or English. The only problem was figuring out what the movie was so we stuck with the jackets we recognized like Ladder 49 and Finding Nemo, etc.. Our translator was very proud to take us to "his" video store.

All DVDs I purchase in Russia work in my DVD system at home. Pirated or not. So... Yes, beware. If there is no cover art, or it looks shady (or it's multiple Disney movies on one DVD, which you'd never see), don't buy it. But if it looks okay, it's not a huge investment to lose (I think we paid $3 each) even if it doesn't end up playing here. Chalk it up to entertainment while you're there, which you may need.
DVD's are very inexpensive and yes you can find all of the top cartoon releases. The only problem is that the Russian overdubbing is usually quite bad. Their is generally only one voice doing all of the parts and most are done by a raspy smoker. It loses a little something hearing the smoking man potray Ariel or Snow White.
Ismalva Market, the large tourist outdoor market in Moscow has many dvd stands and the vendors speak good english. They will tell you which ones are the best quality if you ask.
