I have seen a lot of site claiming not to be facilitators but call themselves refferal services?
They sound like the same thing to me. I know facilitators are illegal in MD. Are referals the same?

Yes, they are. There are only 2 types of adoptions legal in Maryland - agency and independent. MD defines independent as when adoptive parents locate birthparents on their own and adopt using attorneys. Any sort of "search" service - whether they call themselves facilitators or referrals are not legal in MD. ***edited to say - they can probably get around the "facilitator" title by saying that they only point you in the right direction of a pbmom, rather than get involved with the adoption itself, but I think its still the same.
