I inquired about a child through a photolisting online inquiry form. I received a response that said the SW was on vacation and would get back to me. No one did, so I inquired again only to learn that the child had aged out of foster care. SW will not give me any information about him and they are unwilling to forward a letter to the child. They tell me that the child must initiate an adoption, but this child has no idea that a family has inquired. I am still interested in adopting this child. Can I sue on the child's behalf? Is there any way to find this child? Is CPS responsible for following up on inquiries and are they liable if they don't? Do I have any recourse at all? Thank you.

I also tried to inquire about a child in another state that had aged out of the system by just a few months. They were VERY polite, but were unable to help me. It was really a shame, because I knew she probably would go to college or whatever and live as a "grown-up" but I wanted her to know that I was interested in being there if she needed a family when she got married, had babies, holidays, etc.
I hope someone can answer this for us both.
Pray for those kids that age out without families. They still need someone to call family.
