When do you get to take the baby home?

I am new to the adoption process and am still in the research stage. I have a question that when I have asked different agencies, I seem to get different answers. Once the baby is born, when do we get to bring him/her home? One agency mentioned foster care may be first??? Anyone have any info? Maybe they won't tell me more because I am not signed with them yet, but I thought it was a straightforward question.....
