Networking???

Last year we experienced 2 failed open adoptions. We met with our social worker who suggested we do more "networking". I emailed 27 counties in my state. We did send our profile to 3 counties. I have emailed and spoke to our friends, business associates, our church. We have a web site. I really don't want to place a billboard ad on the freeway. What more can I do? Any ideas. I am so frustrated!:confused:Thank you for reading my post!
