Tax Credit to Expire

In the February issue of Adoptive Families magazine, they state that the federal tax credit is scheduled to expire in 2010. Do you know where I can find more information on this? If I finalize an adoption before 12-31-10, will it be eligible for the tax credit, or is the deadline 12-31-09 ('10 being the year taxes are submitted)? Thanks!
