Readoption in Stafford

Does anyone know the procedure for readopting internationally adopted children (adoptions finalized in Bulgaria and Ukraine) in Stafford County? We understand that this process should be relatively easy (just a lot of paperwork) and so we don't want to hire an attorney if we can do the filings ourselves. My other problem is that I haven't been able to speak with anyone at Stafford County courts that can tell me what exactly I need, specific forms, etc. Any help would be greatly appreciated!
