It is usually customary to either adopt a child from the states or adopt a child from a military lady who got herself in a bit of trouble. You have to have a "home" adoption agency or attorney who instructs the adoption social worker on what is needed for your particular's state requirements as well as anything they require for the homestudy. The adoption would actually take place in your homestate stateside and how many trips stateside you have to make depends on your state and sometimes even your particular county for court appearances.
