i have one son on adoption subsidy and have always been a single foster mom. he is the only one of 30 daycare and 30 fostercare kids who stayed. it was my understanding that foster monies and adoption assistance both come from the federal pot called 4E. [the old afdc was from federal pot 4A] that is why no one on adoption assist can also receive afdc.that is: 4A and 4E supporting the same child would be 'double dipping'. that means only one of the three sources [afdc, adopt assist, ssi] can be gotten for the care of one child. you can decide; but usually the adopt assist is greater [and can be increased with mondo documentation if/when conditions worsen or care becomes more constant or intense]. i know you did not ask abt all of this. the upshopt of what i am trying to get to is this: THESE ARE ALL RE-IMBURSEMENTS FOR THE COSTS OF CARE, JUST LIKE FOSTER PAYMENTS WERE [if you happened to go that route].......
ADOPTION ASSISTANCE IS NOT TAXABLE INCOME, NOR DOES IT NEED TO BE REPORTED UNLESS TO OTHER HELP PROGRAMS LIKE ENERGY ASSIST, FOOD STAMPS ETC. i hope this makes sense. let me know. fastxfar

Thanks fastxfar for the answer. I got an email from NACAC which told me the same thing. You would not believe how hard it was to find this info out. I spent8 hours on the web and did about 10 phone calls. The adoption specialist in my state didn't even know the answer.
