I have a question on the I-600 A. I have a friend adopting from Vietnam. They were approved for two children on their 171H- Their 171H expires in May of 2009. They have brought one child home in May of 2008 and have been referred a 2nd child. Their hs agency is telling them that they need to get a new homestudy and file an I-600A for a new 171H.
It has been my experience that when you are approved for two children- you need to get an addendum reflecting that a child has been added to your family but that since you were approved for two originally- you are okay as long as the approval is still current.
Does anyone know the answer???

I would just have her call the USCIS office she is applying to and ask them. I "think" the approval for two means that they approve you to bring two home at the same time, not two staggered like your friend wants to do. The approval reflects that your home is capable of adopting two children financially, space wise, etc. Those circumstances can change in a year's time.

We were approved for two children and our 171h reflected that. We accepted their referrals separately and brought them home at separate times (3 months apart) and did not make any changes in our 171H. And didn't even submit an ammended homestudy for that matter.
My personal opinion is that the agency is totally incorrect about needing a new I600A. They are approved for two children and their 171H is not expired.
I do also think that you are right that you are 'supposed' to submit an updated homestudy if the children come home separately. At least if it is a significant amount of time. (Though no one ever told us to and it was never an issue.)
I would post your question on the Guat forum. Many people there adopt two children on separate timelines. You might be able to get more feedback there.
