Our adoption of 2 children from Russia has been declined due to the fact that we live in base housing. Our agency thinks if we had a post-placement report from another family who lived in base housing who adopted from Russia that the prosecutor might change her mind. We just adopted a little boy from Kazakhstan and we live in base housing. It was never an issue. I won't have his first post-placement report done until Nov. so I can't help you there. If you log onto Yahoo groups, there is a support group for military families. Someone on that list may have one.
During our court hearing the judge wanted pictures of our house and the base. She seemd to be pleased with the resources we have here. Maybe pictures might help your case? Just a thought.
