Comparing Costs

For those of you have compared a bunch of agencies with Bulgarian adoption programs, how have you found they compare? I know everyone says you have to be sure you are comparing apples to apples, which looks like it may be hard. When all is said and done, did you find that most agencies had similar costs, are do they vary greatly? Thanks! Feel free to PM me with any agency specific info. :-)
