In the world of adoption, two years is a long time, and huge changes could occur in that time period. If you are not ready to apply now, you should research countries, but not commit to any. If you were adopting NOW, I would not recommend China unless you are open to a child with special needs or a school aged child. The wait time between submission of a dossier and receipt of a referral for a NON-special needs child has been rising, and there are some people who believe that it could go to five years or more. As to Taiwan, it is a small country, with few available children. For a long time, it was a good choice because not that many Americans were applying; there were enough children for each family to complete an adoption fairly quickly. However, with the long wait times in China, and closures of countries like Vietnam and Guatemala, lots of Americans have been flocking to Taiwan. Wait times are increasing for the few available healthy children, and many agencies have closed their programs to new applicants until their current wait listed clients have been assigned children. As to fees, both countries have fees that are in the moderate range. Most agencies will be fairly similar in their prices; differences you see on websites usually have to do with what the agency is including in its estimate.
