Paid by whom? You? Adoption agency? Facilitator in-country? The answer to that may have an impact on your chances of an appeal. Payments to parents who relinquish children are illegal. Care can be provided (e.g., medical care), but it must be carefully documented and cannot exceed certain limits.
If you want to appeal you will need to retain the services of an immigration lawyer who has experience in adoption law and preferably in the country under question.
The US government takes very seriously any suspicions of child trafficking or illegal adoption practices. Overcoming a denial would take truly extraordinary circumstances -- usually a matter of USCIS having grossly incorrect information that you can correct beyond a shadow of a doubt.
While this doesn't help you, for anyone knew to international adoption who is reading this, make sure you have very carefully vetted anyone you work with and that you know the potential illegal and unethical practices that have occurred in that country and the warning signs of them.
