Has this happened to anyone? Does anyone know what is going on right now?
We are supposed to finalize adoption of our soon to be 2 foster son. We just received word that he doesn't qualify for anything-not even the $1500 nonrecurring expenses. Any advice on how to proceed? Thanks!

ugh! I'm so sorry! Is that for state subsidy or are they trying to screw with the federal IV-E money again??

We've found out more info.
Apparently, $40 million was taken from DCS's budget (with DCS approval) to fund pensions.
According to nacac, IN has a medical-only adoption agreement option that is a deferred agreement. The person thought that this would mean that if the child later has a medical issue, then Medicaid would kick in at that point. It was recommended that I speak with someone from IFCAA, which I have not yet done so.
Our attorney is also checking into this. We'll most likely appeal.
Yes. I knew of this. there is a medical only. In our case that was all I was hopeful for. But after the appeal he not only was eligible for that. but also the NRAE ( which was great) but the state adoption subsidy. Of course because of the shortage of funds he was put on the wait list. Which is where I hear any child in this state is going. But. as my attorney pointed out.. wouldnt it be nice some day to get a letter saying.. hey.. that account is now being funded.. and you will begin recieving it. We manage without it ... barely, but we do. I dont understand why the offer it if they are not funding it.. and I have written to director Payne and Mitch Daniels asking that quesiton! NO response from either of course.

If he is not yet 2 you are going to be denied everything until he is 2 unless he is part of a sibling group. I would wait till he turns 2 and have them re-submit his eligibility then.

This is not true.. children do not have to be 2 , if they have medical issues. I dont have the "rule" in front of me.. but any one that does look and see it says that 2 will qualify.. OR medical need.. not and.. I actually am convinced that alot of caseworkers and CEU people think it is AND.
My son will be 2 next week. he qualified (after appeal) based on medical issues. His age was the criteria sent as to why he didnt qualify " not 2 or part of a sibling group" they dont know what they are doing down state either.. or alot of them dont.
I was advised that if medical need didnt prove to be issue enough.. since there are alot of different levels of need. Then. I should/ could wait till after his 2nd birthday.By doing that though, I think that the process may need to be started all over again. Im not sure about that. I thought I read somewhere that the adoption petition was only good for so long?

My AD was adopted 4yrs ago- she received subsidy based on being "at high risk for physical, mental or emotional disability" due to her drug exposure. She was adopted at 17mo.
Our atty just filed our appeal today, so no news yet. In the meantime, I had to pull fs out of daycare because of his temper. He's too young to be diagnosed for the disorders I've looked in to, but he can sure get mad for being so young!
