I got a letter today notice of hearing for a tpr pre-trial
What does it mean when they say
"without regard to intent"

You did not specify the context, but it means what is says generally. So if they are addressing the question "Did Bio Dad abuse the child?" they are looking at only that, did he hit the child, did abuse happen. They are not looking at whether he intended to abuse the child. So if Dad was high on meth and in that state was hitting at delusional monsters which were in fact his children that will not be considered. Only the question, did Dad hit the children?

The letter states: The parents without regard to intent are unable to care for the child and there is no expections that they will being able to provide care and custody of the child within a resonable amount of time considering the childs age.
