I have always had concerns about the public school system, and planned for homeschooling my children. Now that we are considering foster-adoption, looking at the information I've been given, do I have the right to do that? I know it is legal for other parents, and even supported by the state. Colleges actively recruit homeschool graduates. The question isn't can I do it, it's am I allowed to do it?

In Texas you are allowed to do it with restrictions even for foster children. There are huge hoops to jump through to get the right people at the state level to approve home schooling. I was working on this very thing for our DD who at the time was an adoptive placement and really needed HS due to her past. She had missed a great deal of schooling between grades 5-7 and had huge holes in her knowledge. She ended up in public school and was doing so well, I stopped pursuing HS for her.
