You hear that a lot. "A lot of foster parents do it for the money". I seen what my foster parents went through and had to deal with. I don't know how much foster parents get paid so I can comment on that, and I'm sure someone out there is, but I believe you don't get paid enough to do it just for the money.
I know when our 3 girls moved in we put out about $1k clothing them, buying shoes, winter coats, etc because they came with so very little. They'd been in care for a year, but not one of them had a winter coat.
What they DID come with was stained, out of season (tank tops in November) and one had a birthday within a few days of moving in. That was a hit.
And yeah...then there's ongoing needs in addition to housing, food, grooming, etc. The $225 per month we get paid for each child does not go far toward their expenses. I'm relatively certain it just takes an edge off for us.
