We live in dallas texas. I have a daughter and she was born outside USA. My husband want to adopt her but we dont know what is the first step. Her Bio Father is not here in US and i dont know where he is now. How can i terminate his parental rights if he is not here and i dont know where he is now. We are here in US for 3years and me & husband want to adopt my daughther. And i read online that we can file by ourselves an adoptation paperworks. Pls. Help and i need an idea where to start this processing. Thank you.
