So my state's local dss office isn't accepting applications at all for anyone wanting to adopt 7 and under. Well that puts us in a bind since we can't pursue infant adoption, and honestly I don't want to do the baby thing again if its not my own---I've done it with bio dd and loved it with her but she was an amazing baby. That might sound harsh but if I'm going to be honest. International is way more than we can afford right now and we only want to adopt from Poland because of heritage from my family.
So if we wanted to go interstate and do an adoption could we conceivably get a home study done in our state and pursue our own adoption via searching photo listings and doing our own inquiries and trying to get a child that way? I know the name of a local attorney that does adoption court proceedings and he is supposedly very good

You should check to see if there are any private foster care agencies that contract with counties in your state. I'm working with a private agency in NC because my local DSS was so short-staffed it was going to take a long time to get the home study done. I'm expecting to be matched with an in-state child, but my agency can facilitate interstate adoptions (there is a fee, whereas there is none for in-state).

We have very few local agencies that contract with dss if any. One of the ones around the corner from us only does domestic infant, and support services (i.e. homestudies, follow up placement reports, counseling services for birth families etc). There are several agencies in my state (SC) but looking at them online, either we don't meet their criteria (we don't want to sign a statement of faith because dh is agnostic, and I am a cradle catholic but not really practicing any longer) or they aren't really matching for foster care, more of domestic infant or international only
