Why would her mother have paid $30,000 for her sister to adopt her child?
Either her mother thinks she is indeed a screw up that shouldn't be a parent, or the story isn't true. Odd indeed.
Since it's kinship, I'm not sure where the $30k number even comes in, althoug I guess technically one could make the argument that this was an international adoption. "technically"...

I think that was her argument - that it was an international adoption. As always we hear only one side of the story which makes it difficult. Of course, after she says she signed the final papers she wants to caution others with the same advice she received and ignored!
