New York State foster care?

How is NYS foster care as far as ru? We would love to do foster to adopt, but it would also be great to be a stepping stone to family reunification.

I'm in LI. My first placement went to a family that could take all 5 siblings (I could only foster 2); second set was RU and I adopted 3rd and 4th placements. There is no way to tell. Are you upstate, in the city or LI?
