I was told no. The reason being:It costs thousands of dollars to do a home study.So the county you are licensed with bears the brunt of that "cost" and the county is not willing to do that for you for free only to have you turn around and use it for private adoption. It is considered the property of the county.Also, the homestudy is geared toward foster care or foster/care adoption which is a completely different bird than private domestic adoption or international adoption.
I have heard occasionally of states being willing to "sell" a person their homestudy. However, I have only once heard of a private agency accepting it. Generally, as Maybedays said, it does not meet the criteria for a private adoption, but also, if you are using an agency in your state, the homestudy generally has to be completed by the same agency that does the placement.
