We just received the application answer with a request for evidence. They are unable to complete the process of the form because I am missing supporting documentation.
What they say I am missing is:
Country requirement documents as stated in 8 CFR 204.31(q).
Has anybody gotten this? Should there be a section in the home study that list the country requirements?

You must adopt through an agency for an adoption from Peru and am wondering why your agency can't answer your questions.
