Adopting through Foster From Another State?

So we are really wanting to help kids and we would like to foster/foster to adopt/adopt. However we have been certified for several months now with no placements (because of our location) and don't get me wrong I am so happy that there are no children needing our services but at the same time I see all the kids that need homes on the listing sites and would just like to know if anyone has tried to adopt through the sites from another state? Or can you be put on a list to be called even from far away if there are children that are available for adoption that are what (age in my case) you are looking for. Can't shake the feeling that we went through all the classes and paperwork and so much other stuff and now we are not doing what we are supposed to be doing. Any advice would be great.
