My husband has been the father to his daughter since she was nine months old. The biological father has never been around. The mother is an alcoholic, drug user and an unfit mother. She cannot provide for either of her two daughters. The realtionship between my husband and the ex has been over for a little over two years now. Both girls are living with us. My husband has custody of the youngest through a restraining order and he has notarized guardianship of the oldest one (10). We can't even get child support for the girls because the mother is fraudulently receiving SSI. My husband wants to adopt the oldest daughter so that we can provide health care for her. My husbands insurance will not accept the notarized guardianship letter as enough proof. What should we do first?
