Our foster to adopt situation happened 24 years ago and on the island of Guam. It was traumatic, to say the least, as the government there decided (after 8 months with us) they would rather he be permanently placed in a family with brown skin - like his. We got through it, but not without a lot of stress and legal help. How is the fostering to adopt situation now, and when it's done in the US? Do you find they prefer to place children with parents of the same race?
