Adopting more than two children

I have noticed that it seems to be a lot harder for hopeful adoptive parents who have two or more children to adopt than those with no children. My theory is that expectant moms are more likely to want to give the opportunity to parent to a family that hasn't had that before. Why do you think it's harder?
