My adoptive parents adopted a baby when I was 11. I remember a fair amount about the process. Their home study was done after they had already been paired with a birth mother. I have seen couples who are looking to adopt list that they are "home study approved" in posts hoping for a match. How does that work? Do adoption agencies or DCF commonly come out to do a home study prior to being matched now?
The vast majority of the time an agency will not show a hopeful adoptive parent profile to a birth mother before they are home study approved. Not doing it that way has the potential to create issues. What if a birth mother chooses them and they don't pass the home study? A home study is a way to show the expectant mother that 1. they really are serious about adopting and 2. that the state has approved their home, making it more likely that their birth child would have a safe and happy home. I would not personally have considered placing my baby with a family who had not already been home study approved.
