Foster child put Cat in dresser drawer.

I currently have a new placement (12 year old boy) in the house (he has been with us for 1 month). He has a lot of behavioral issues mostly defiance & lying (those I can handle). This past Saturday he put our 13 year old cat in a dresser drawer, closed the drawer and would not let the cat out. I am contemplating having him moved out of the home because I do not want his behaviors to have a negative impact on my son (I adopted him last year). Any suggestions on how to handle this young man until a decision has been made about his placement?
