Experience with foster-to-adopt a waiting child available for adoption?

Hi all, We are licensed foster parents, now looking into the foster-to-adopt process. Has anyone fostered-to-adopt a child/children that had already gone through TPR or close to TPR, like those listed on the state/national photolistings like Adoptuskids? We have been doing foster care, but at this point looking to adopt. We are interested in adopting a child in the 7-10 years old range. I have heard younger children (5 and under) are almost never available for public adoption because they are usually adopted by their first foster parents, and that when they are listed as "waiting" on these sites that there are hundreds of inquiries for this kids. I'm hoping that the process might be a little simpler for being matched with a school-age child as there seem to be a lot more children in this age range needing to be matched with adoptive families.
