Trying to adopt an 1 yr old from LA

Does anyone have any suggestions to expidite things or increase our chances of being concidered for her? I have talked to an attorney but he said unless they will allow an independent adoption. There is nothing they can really do. I haven't stopped reading info on the net. Most of the info is for babies. I'm trying to find out a way to make sure our case is concidered.Any help will be greatly appreciated :)
