Adoption Consultant or Adoption Facilitator?

Can anyone tell me the difference between an Adoption consultant and an Adoption Facilitator? What kind of education do you need to have? Does the education differ if you are working for a state agency or a private agency?

Does anyone know any good websites/ links to get more info on this? I am in Texas, so if anyone has specific info regarding Texas' standards please let me know.
