The Philippine Inter-country Adoption Board oversees all child referals and matching and don't allow their children to be on photolistings. I know they do have a "family find" list for waiting children(older, special needs, etc.) that they ask agencies working with them to help find homes for these kids. However, they only list a name, age, sex and why special needs. If a family inquires further of any of them, the agency can ask the Board for more info and picture.
