I was wondering if anyone has done an independent adoption oversees. that is using an attorny instead of an agency. A girl that my mom knows wants us to adopt her baby. I know that we will have to get a homestudy but I was wondering if the social workers that advertise for overseas can do a homstudy for a non-agency adoption.
Or is family advocacy able to help with any of this. I want to get a start on this as we are due to pcs at the same time as the baby is due which will put more cahos into the situation. We can handle it but I like to be organized and know what is going on. Also would tri-care authorize post natle care for the baby even if it is not at a military medical facility. The birth mother lives no where near a military base. Should we plan on paying for medical expenses out of our pocket, it might be a few weeks before we got processed into the next clinic.
thanks for any help

Mary Jo,
Sorry can't help you with the overseas part. TRICARE part I can help with though:

Once you have legal guardianship of the child (parental rights have been terminated and you've been named guardians with intent to adopt), your child is entitled to full benefits. Tf they are still in the hospital when this happens, than yes, TRICARE will cover the allowable expenses. They will NOT cover any bmom expenses however.
AD service member will need to take copy of court order to DEERS office and have added as PRE ADOPTIVE WARD - imortant to add as that as it's a special class of ward and some (ok, most) DEERS officers are clueless about it - as soon as possible.
Child will not be enrolled in TRICARE Prime until/unless you enroll them, you do not have to. If spouse is enrolled in Prime, adoptive ward has a 'grace period' of 31 days to be enrolled just like a bioligical child. If you don't enroll child during grace period they 'convert' to TRICARE Standard/Extra and deductible & copays apply under that program.
HTH, best of luck.

Well, I haven't done an independent before, but we have just begun the process of our home study in order to adopt a child/children from the foster care system. We had our first home study meeting and I got the contact information off of the usadopteurope.com web site. It is the site that is advertised for the Adoption Symposium that is advertised yearly for military members who are interested in adopting overseas. The social worker we will be working with has experience in adoptions in Germany and Japan that I know of so far, along with personal experience with adoption, there are possibly other countries that I am unaware of. We will be using an attorney that she has worked with in the past. I am unsure how all of the technicalities and legalities will iron out, but I would be happy to give you the name or any other information that we come up with. Best of luck! Micki
